Bump versions for v9.73

A git pull --rebase inserted upstream commit 17c62ccdf (Bump versions for
v9.72) under this session's work, rewriting its commit hashes. The CHANGELOG
still linked the pre-rebase hashes (37ac65e37, a4cce9a53), now orphaned and
not on main. Repoint to the rebased commits 219ee659e and 88f353dc1.
