BeanesandFlorianMichael 35b94f1878 Use velocity native compression if available (#647) 
* Optimize 1.7 compression by using velocity-native compressor

* Rewrite 1.7 chunk serializing to reduce allocations

* Don't include velocity native as shaded dependency, add fallback and only use velocity compression if available

* Change chunk compression back to default java as chunks are serialized on heap byte arrays so native compression has no use

* Move velocity only code in custom decoder/encoder overrides

* Remove debug

* Move compression into non static context
