NotAlexNoyle 0ba116b1ab 1.6.3: Implement FastOfflinePlayer with Postgres integration and unit tests 
- Added initial FastOfflinePlayer implementation: serialize(), deserialize(), getName(), getUniqueID().
- Populated initial FastOfflinePlayer database using jasync Postgres.
- Added unit tests covering all FastOfflinePlayer functions.
