- commands can dynamically enable/disable modules
- commands can reload modules and plugin-wide config
- commands can show info about modules
- also added description methods for modules to support the commands

- change RuleEvaluator function call
- fully implement LookupRuleEvaluator
- create chaining+caching system with RuleEvaluatorChain
- add exception detection, handling, and logging to RuleEvaluator execution flows
- improve filter list file parsing to skip empty lines and invalid entries
- update temporary config file syntax for advanced filtering
