com.palm.app.notes: Make -webkit-border-image work with Chromium 51 and higher

As per
https://www.w3.org/TR/2005/WD-css3-background-20050216/#the-border-image
and

we need now to explicitly use 'border-style: solid' in combination with
-webkit-border-image for it to work correctly.
