The login-page checks used affirmative titles ("ROOT_URL is set", "A migration or
repair is in progress"), so a FAILING one printed e.g. "[error] ROOT_URL is set:
ROOT_URL is not set" — confusing. Use neutral subjects ("ROOT_URL", "Migration or
repair") so the "[severity] <title>: <detail>" line reads correctly in every state.
