Repair Tamazight password confirmation and recovery messages

Replace French password confirmation and forgotten-password labels with native MediaWiki wording. Compose the username/password-required error from attested obligation and credential terms; the complete composition is low confidence pending fluent review. Preserve existing correct translations, key order and placeholders. All 17303 correction/rendering checks pass.
