Preserve native Inuktitut New label in admin creation controls

Review the existing syllabic value against the native Microsoft software guide and its actual standalone creation controls. Add focused value and context coverage. Latin orthography alone is not evidence of a wrong-language translation; uncertain phrases remain open.
