Audit log: its own Admin Panel URL and title, and right-to-left table alignment.

/admin/people/audit-log opens the pane and names it in the title bar like
every other People pane, and the table aligns to the start of the line,
so it reads right to left in Arabic, Hebrew, Persian and the rest.
