Correct mistaken Klingon Cron retention review

The retained value was German Zeitplan, not the tool name described by its review. Replace it with Cron, remove the erroneous review and record the exact correction. Add positive and negative regression assertions for the technical name.

Validation: Klingon semantic and complete correction-ledger suites pass.
