Repair twenty-five Venda email and authorization messages

Replace Zulu-seeded verification emails, format errors and permission requirements with Tshivenda. Preserve source tokens, mail line breaks, WIP/JSON/CSV/TSV names and zoom bounds. Low-confidence wording remains open to fluent-speaker review.
