Extract v8::base::OwnedVector from src/base/vector.h into
src/base/unique-array.h as v8::base::UniqueArray to better reflect
that it is a fixed-size dynamically allocated array (analogous to
std::dynarray or Chromium's base::HeapArray) rather than a resizable
vector.
Move static factories (New, NewForOverwrite, CopiedFrom) to the top of
the public section, add as_span() alongside as_vector(), rename
OwnedCopyOf to UniqueCopyOf, and make the (std::unique_ptr<T[]>,
size_t) constructor private.
