Pass --clang-resource-dir to metagen so Clang places its builtin headers after libc++ when Android NDK supplies libc++ through --sysroot. Require the declared headers to share one resource directory and fail during analysis otherwise. Remove the unused --clang-builtin-headers-dir option now that GN and Bazel both pass a resource directory.
