Make DocumentDB not explicitly depend on the RUM extension (it's done implicitly) on the binary.
Instead pull in the SQL dependency into documentdb and reference the C functions internally. This allows us to swap between rum.so and extended_rum.
For Pg18 (where there isn't yet official RUM support) default to using extended_rum for the .so file and remove all dependencies on the "rum.so"
