Moonchild 6295c2bc27 Use strong ref for animation mutation observer batch targets. 
We can control the scope of AnimationMutationBatch for each animation
function. However, this is tedious and prone to being overlooked, so we
use nsCOMPtr to hold the targets instead.

This is a devtool feature (ChromeOnly) so it shouldn't have much impact
on the performance for the common use case.
