Moonchild 25a2d31be7 Issue #2306 - Re-introduce pref for WeakRef API spec. 
Effectively avoids doing any GC work if preffed off, and adopts the same
for FinalizationRegistry which internally does similar work as WeakRefs.

Basilisk-Dev 7533c4ede0 Issue MoonchildProductions/UXP#2306: Add pref-gated WeakRef with safe stub when disabled 
* Add javascript.options.weakrefs and plumb it through context options, XPConnect, and workers
* Keep referents alive via strong tracing when the pref is off so deref() still returns the target
* Retain weak-edge semantics when the pref is enabled

Martok 0dde96ba82 Issue #2240 - Align Microtasks and promises scheduling with spec 
Microtasks, resolved Promises and Observers are handled after the sync
task that caused them, in the order they were generated.
Also simplifies reentrancy handling.

Moonchild a680bdc637 Issue #1656 - Part 1: Nuke most vim config lines in the tree. 
Since these are just interpreted comments, there's 0 impact on actual code.
This removes all lines that match /* vim: set(.*)tw=80: */ with S&R -- there are
a few others scattered around which will be removed manually in a second part.

wolfbeast ab961aeb54 Remove all C++ Telemetry Accumulation calls. 
This creates a number of stubs and leaves some surrounding code that may be irrelevant (eg. recorded time stamps, status variables).
Stub resolution/removal should be a follow-up to this.
