Supriyo Biswas 32e3a15cb4 Allow customization of the bind address 
When running glitchtip directly on a system, the default of :$PORT
causes it to bind it to 0.0.0.0, and makes the service available
externally. Allow it to accept values such as "127.0.0.1:9000" which
sets the bind address explicitly.
