Motivation

Ensure the project can resolve Spigot/CraftBukkit internals when the non‑essential TrueOG Bootstrap local repo (SELF_MAVEN_LOCAL_REPO) is not present by providing public mirrors and a substitution fallback.
Silence a Java varargs formatting warning in PTranslations#getTranslation by using the cached translation string and a safe varargs cast.

Description

Add robust repository handling in settings.gradle.kts: always include the user's ~/.m2 repo, optionally honor SELF_MAVEN_LOCAL_REPO if present, and add public Spigot‑compatible mirrors (hub.spigotmc, repo.loohpjames, maven.elmakers) with a content filter for org.spigotmc and org.bukkit.
Add dependency substitution logic in build.gradle.kts that detects when the TrueOG Bootstrap repo is unavailable and substitutes requests for org.spigotmc:spigot:<version> with org.bukkit:craftbukkit:<version> so server internals can resolve from mirrored artifacts.
Fix PTranslations#getTranslation in api/src/main/java/com/ruinscraft/panilla/api/config/PTranslations.java to call String.format(unformatted, (Object[]) replacements) to remove the compiler varargs warning and use the cached translation value.

Testing

Ran ./gradlew clean build eclipse --warning-mode all, which could not complete in this environment because Gradle's Kotlin DSL tooling fails under the available JDK (openjdk 25.0.1) before project evaluation, so the build was not validated end‑to‑end.
Ran ./gradlew clean build eclipse --warning-mode all --stacktrace, which produced the same environment‑level failure (java.lang.IllegalArgumentException: 25.0.1) from the Kotlin/DLS tooling, confirming the blocking JDK incompatibility rather than a logic error in the changes.
