Issue #2926 - Tweak mimalloc performance tunables:

MI_DEFAULT_PURGE_DECOMMITS=0 - fewer costly kernel operations and fewer immediate recommit/zero-fill penalties on reuse.
MI_DEFAULT_PURGE_DELAY=500 - short-lived allocation bursts can reuse pages directly, avoiding purge/reclaim ping-pong.
MI_DEFAULT_GENERIC_COLLECT=50000 - lower background allocator housekeeping overhead on hot allocation paths.
